EDITORIAL

With the publication of this 2016 Comprehensive Index, the 2016 set of the KLR is completely published. We are working on the 2017 set. We are grateful to God for all His grace, and to our good subscribers for continuing to subscribe to the KLR.

Our experience from 2016 was that many subscribers were not able to maintain payment for books supplied to them as they said that the national economic recession was affecting them. For some, they started preferring Electronic Law Reports that are in circulation. We presented a Laptop version of the KLR at 2016 Port Harcourt National NBA annual conference. People that saw it agreed it is a material every member of the Bench/Bar would need for speedy case law research without sweating. Many regretted their inability to operate computer while others said that carrying about laptop is cumbersome.

We then swiftly moved into production of android version of the KLR, which everyone that has an android phone device can easily operate. Interestingly, this coming KLR Electronic Version is an all law reports package in which the present hard copy, KLR - ALL SC/Novel CA Since 1993 - is a package. We can make arrangement to be printing it out directly from the computer upon completion of the yearly set for any who indicates interest and pays full in advance, to be bound into about 7 big books. The cost may be much higher, such that we may work out a system that permits connecting your android device to laptop as to be printing out cases needed by you.

One of the highlights of the coming KLR EV is that it has NWLR alternate citation for SC cases (where available) as requested by members of the Bench/Bar that installed the KLR Laptop Version. This

has handled the issue some raised as to how to ensure no difficulty when the KLR EV is cited to a Judge that does not have it.

To give a foretaste of the coming KLR EV, the present 2016 List of Reported SC decisions/Index contain KLR/alternate citation. But in the android, the citation is not contained in the list but on the header of pages 2 and 3 of each SC judgment. It is also contained in the Index of Subject matter, such that when you obtain a useful search result, the citations are there.

We need all who appreciate the KLR EV (ALL Law Reports), to be active in forwarding or calling our attention to Novel decisions of High Courts/Coordinate jurisdiction courts, Novel SC 1956-1992 Decisions, USA/UK Supreme Courts' Locus Classicus decisions, Etc., for publication. It was such input from Barr George Luga of Makurdi that led to our publishing of Belgore v. Ahmed, a March 2012 decision in (2016) 9-12 KLR (pt. 391) 4009; (2013) 8 NWLR (PT.1355) 60. We are grateful to George.

There are some 2016 SC decisions, not ready at press time that we would publish subsequently. Also, any 1993 - 2015 SC we may have omitted would be published in the days ahead. Kindly call our attention to any such omissions, or any useful decision to the Legal Profession you would have us publish.
