A KEYNOTE ADDRESS PRESENTED BY THE PRINCIPAL OF ST PATRICK COLLEGE (SPACO) EMENE REV. FR. CHIJIOKE EZEH,  ON THE OCCASION OF SPACO-USA 3RD BIENNIAL NATIONAL CONVENTION FROM 1ST -  3RD SEPT 2017 AT MARYLAND USA.
TITLE: THE DAWN OF GLORIOUS TRANSFORMATION (CHI ANYI EFOGO)
INTRODUCTION:     I chose to title this address because the situation on ground really calls for it. It is always easy to start something good but very difficult to sustain it. Even with the highest excitement at the beginning, such usually die off with time. This has always been an endemic human problem; hence evil in the world. Sustaining a good project is very rare especially one with no direct benefit to the one that initiated it. The development I find here is really interesting, encouraging and transforming. Celebrating SPACO Emene in this place very far away from the college is indeed a milestone. Here is generosity in action. Here is love in action; here is charity in action. This goes a long way to confirm our daily post-communion chant: ubi caritas, et amor; ubi caritas Deus ibi est (where love and charity abides; there God is found).
APPRECIATION:    God made this day possible and I praise His glorious name and His providence. Without Him we can absolutely do nothing. To Him be highest praise forever! I thank the national excos led by the able Crown Prince Onyiuke. I thank also those who are in charge of organizing this special event. Of particular mention is Sir Peter Ogwulu who kept contacting me even when my busy schedules could not discourage him. He kept to his promise and today I, an unworthy servant is with you in this biennial convention. My greatest joy is that God is in charge of this event; He is already your reward. I am sure of what I am saying because no action goes unrewarded.
SPACO EMENE:     St Patrick College Emene is fondly called SPACO Emene. This is a college that have stood firm in producing human resources now for over 50 years. A Chinese proverb has it that “If you are planning for one year, plant rice; if you are planning for ten years, plant trees; but if you are planning for a hundred years, plant men”. Our college is truly planning for a 100 years and is gradually planting men. The college has produced men of integrity and professionalism over the years. Men who have and continue to impact lives around the world. The spirit of St Patrick, that apostle of Ireland and great missionary is very much with us. Celebrating the school is very necessary because to whom much is given; much is expected. What the SPACO-USA is celebrating today is in line with world’s best practices. Prestigious schools have benefited greatly from “give-back” programs initiated by her old students. Experiences in these schools have shown that contributions from Old Students are always second to none when it comes to facilities and equipment that will stand the test of time.
GOVERNMENT IN SCHOOLS:      The primary purpose of government is to improve the quality of life of her citizenry. In our clime, this purpose has faced mounting challenges. Government concern in school development has been quite disappointing. Every administration comes with her own policy which do not stand the test of time. Enugu State is working, it is truly in Gods hand but education is suffering. In the last few years education is nothing to write home about. Beginning with lack of planning to implementation collapse. Suddenly a new program or policy will always be announced; no proper communication, no seminar or sensitization among the stakeholders and as you know that if you fail to plan; you have planned to fail; such policy will always disappear with the initiator. Making us to become one step forward, three steps backward.
Projects, on their own side are not also a good story.  Our college have never benefited from this current administrations renovation of schools in spite of all our concerted efforts. Classrooms have been constructed or renovated across many schools in the state except in St Patrick. My administration enjoys a good relationship with the government except in the areas of infrastructural development.
A nation is as good as the quality of her education. Quality education has become the signal means by which a community can hope to realize the full potential of itself as well as its constituent members. A government that wittingly or unwittingly promotes corruption, looting of school properties, examination malpractices, poor study environments, lack of teaching aids and low staff morale cannot hope to produce educated citizens. Modern man no longer hope on governments for notable educational developments. Private sector is now the major drivers of developments around the world.
CHILDREN ARE INVALUABLE:     When a child is born, parents rejoice because of their anticipations: it is hoped that the child will help in solving existing problems. The task becomes easier when the children are many. As a child is to parents; so is a student to school. This means that when a student graduates it means that a child is born. That is why a graduate will always refer to his school as my alma mater (nurturing mother). The older the college, the more chances of having children that will take care of her. The movement is: from nurturing mother to nurturing children. Sometimes the children make friends that turns the nurturing into a robust and richer project. I pray it will be the case here because I heard that some of our friends are in attendance. SPACO Emene is a prestigious institution looking at her potentials in both human and material resources. Humanly speaking, the Old Boys are numberless. Materially speaking, the environment is a perfect formation center yearning for development. I am sure the spirit of this college will continue to be happy especially now that all things are working for good.
    ACHIEVEMENTS:     The journey of a thousand miles always begin with a step in the right direction. We started very well in SPACO Emene since 2010 such that every year goes with outstanding achievements. Since the past one year we are happy to add the following in the long list of our achievements:
1.    REFECTORY: During the last convention which you generously made me to be part of; I was able to expose the college raw to you. There was a unanimous attention and a concerted response. The passionate appeal about the need for a decent refectory was given adequate attention and today the college has a well-equipped refectory. The students no longer eat but enjoy their meals and as they do so, they watch and listen to news or sports in any of the three flat screen TVs installed. SPACO USA made it possible. Bravo great brothers. Hopefully it will be part of what the bishop will commission next year during our feast day. The refectory is now known as “SPACOUSA REFECTORY”.

2.    TOTAL BOARDING: In order to ensure a more holistic and progressive formation which catholic schools are known for; the management began the process of making all our students to become boarders. In the next three years, hopefully, all students of the college will become boarders. Currently we are recording a lot of behavioral/moral improvement among our boarders. Parents are sending compliments on how their sons are behaving at home. Our enrollment rate have increased. Our college is gradually becoming a ‘shadow’ seminary where real and balanced formation is going on; unlike the conventional seminary that is mainly dogmatic.  Boarders are given the needed environment to develop their talents (cf the VCD copies of our 2017 social day). We pray very well, daily masses, rosary and devotions (cf the revised edition of our prayer/rule book). We have also school of organists. Students learn how to play the organ in the school and it cuts across all the classes JS1 to SS3. We eat well because we have a flourishing college farm. Students are engaged in agriculture (e.g yam, maize and cassava). We have now in stock more than ten big bags of garri harvested and processed by students in the school. These will complement our feeding next term.

3.    A HOSTEL BLOCK: The College erected a hostel which we named “MIRACLE HOSTEL” because of how it was built. In order to implement the total boarding policy, there is need for additional hostel blocks. We launched into it and last year we were able to get one completed through the combined effort of PTA and our internally generated revenue (IGR). We have now a modern hostel block with staff apartment, toilet and bathroom. All our admissions last academic session especially JS 1 and SS1 are boarders and 300 out of their total number of 320 are occupying the hostel. Hopefully the hostel will be commissioned next year.

4.    QUALITY ASSURANCE FORMATION: We are always mindful of the fact that if there is no formation; deformation will take place. Any school that formation is not a priority should not be allowed to exist. When a student is not well formed, he becomes a major agent of social instability. Our students perform well in both internal and external examination. We are also encouraged when we consider the successes the college have recorded in the life of her Old Boys; many of whom have helped in turning societies they belong for the better. The SPACO USA is a clear example of this fact.

5.    LEARNER-CENTERED PROGRAMS: We are into Learner or student-centered administration. Every program or project we initiate in school have our students’ welfare as their destination. For example we added new 20 staff tables and chairs for our teachers so that they will be happy preparing for classes. We also distribute 10kg bags of rice each to all our staff (currently we have 60 govt staff, 25 mission staff, 30 N-Power staff and 18 corpers) every yuletide. Now teachers are lobbying to be posted in our college. We have teachers currently in all our subjects.
    
6.    STRATEGIC PLANNING: Our management system is built with a functional organigram, departmental heads, subject heads and form teachers; where each staff have clear job description. Our quality assurance mechanism is very active. Our administrative strategy and environment has always been the delight of external supervisors who usually ask schools around to learn from us. We reward hard working students. Our classification into new classes is based on performance during examination. Because of all these and more, our students have greatly improved in academic and personal development. We recorded 100% success in this 2017 SSCE.  

7.    EXTRA-CURRICULA TIPS: The college came 1st in the celebrated children’s day match past at Okpara square Enugu. One of our students and senior prefect by name Ossai Samuel came 3rd in the state organized reading culture exam. He went home with a laptop. The 5th edition of our college magazine – ‘The Patriarch’ was successfully launched. We are running a system where students are selected based on quality, from the graduating class to help the college for one year. We began with two who are now concluding their service year and have gained admission into the university. Six from this year graduating class will succeed them. We gain from their six years experience as students now that they belong to the noble formation team. We tagged the program “SPACO PAYBACK”. We want to start immediately to inculcate in the minds of our students the virtue of appreciating the school that nurtured you.

8.    SOME INTERESTS TO NOTE: It will interest you to note that a building housing 8 toilets and bathroom is almost being completed for the students.  This project is piloted by a group of like-minded Old Boys led by our selfless and hardworking Sir Peter Ogwulu. I want you also to appreciate the 1997 group of Old Boys. They made a surprising appearance last year through their class leader Mr Moluokwu Jude who is currently residing in London. To register their presence, they sponsored our 2017 feast day celebration which took from them more than one million Naira. There is a special program by an old boy Mr. Anthony Akaeze, a staff of TELL magazine; which will commence this coming academic session. It will be called ‘Anthony Akaeze Prize’. His plan is to appreciate with a cash award the best graduating student in both SSCE and JSCE annually. To support indigent parents with brilliant children, the college is organizing a scholarship scheme. The first set graduated this year. The college supported by few friends sponsor this scheme. I humbly plead that some of our Old Boys will join to promote this scheme because poverty in our land is endemic.

9.    REAL ICT CENTER: There will always be stories that schools were supplied with computers. But the truth of it all is that these systems are not beneficial to students because of the quality of computers and poor management. Now in the college we have a well-equipped ICT lab through our able alumni. We are also in partnership with an ICT firm AFARI SOLUTIONS who is managing the school portal - LINKSKOOL and the school computer lab known as SMARTLAB. Our lab is a full computer school with special programs such that before a student graduates from the college; he is already literate enough to use computer to help himself. Certificate will be issued after undergoing professional exam in SS3. The package started with the current JS1 students.

Currently admission into the college can be accessed through our website. Admission into the college is ongoing and it is working. Now each student has a username and password for accessing the college portal for results check and other learning aids. A HUMBLE APPEAL: With the above developments one can really count on the college as a place to reckon with. I am humbly appealing that you consider our major needs which are as follows:
I.    In order to decongest our hostels and continue our boarding system we need another hostel block. This coming academic session we are hoping to enroll about 200 JS 1 students. Registration is now in progress. The estimated cost for a 300 capacity modern hostel block is 25 million Naira.
II.    Our entrance road is always a nightmare every rainy season. There is need to consider the road especially from the gate to the St Patrick grotto. Laterite and grading it will go a long way to uplift our face value. A tipper of laterite currently is 15,000 and the length of road will need about 100 tippers. However, the estimated cost with asphalt is 15million Naira.
III.    One of our classroom blocks which is also housing my office is very dilapidated as we can see in the picture board. The estimated cost for its total renovation (re-roofing, windows and doors, ceiling, mason work, painting, classroom seats, office equipment and security gadgets) is estimated to cost 10 million Naira.
IV.    Electric power supply in Nigeria is now an intractable problem. The only way out  is the solar energy alternative power supply which is gradually developing. It is real, I installed it at the principals lodge and for nearly one year now I am enjoying uninterrupted power supply as if I am in USA. Please my dear brothers we dearly need this solar installation at least in our multi purpose college hall for our masses, other religious activities and  academic programs. Our hall is the most used building in the college. We spend at least #300,000 every term for powering the generator for activities in the hall and other things. To install this solar power will cost at least 2million Naira.
V.    I also appeal to individuals and small groups who would wish to immortalize their name to come up with anything that can be given to an educational institution. Be it scholarship, library books or teaching aids etc..

CONCLUSION: I have the great privilege and honor to thank you again for last convention which you graciously concluded with the total renovation of our dilapidated refectory. I made the appeal and you saw the need. I will never forget Dr. Obinero who piloted the whole process and handed over to our humble and unassuming Crown Prince Onyiuke, who concluded it and is now leading this convention.
 Let me also use this golden opportunity to thank you for your continuous expression of interest in knowing how my mentor and predecessor Msgr Ikeme aka Odobro is managing his life. Your plan to appreciate some of his publications is highly commendable. The excitements he had on his sick bed the day I visited him to pick the books is fresh in my mind.  Your alma mater, our great and glorious college must continue to grow and I am poised to empty everything in me to see that our vision and mission is achieved.
I want to concretize my appreciation by making these presentations to you our beloved SPACOUSA, some of our publications: our prayer handbook, the latest edition of our magazine and a VCD of our 2017 social day. I am sure they will be of interest to you.  It will also interest you to know that currently I am a doctorate research student in UNN under Educational administration and planning. Last year I had my master’s degree graduation in the same citadel of learning. I am undergoing these studies under the permission of my bishop, with SPACO Emene in mind.  I must work to realize every atom of your dream for us. SPACO Emene is a college with a very bright future. Each day,  I wake up feeling very happy that I am privileged to work in the college.  I will never fail you because you have never failed me. Your generosity this night for our college development will stand the test of time in your lives because God loves a cheerful giver. Thank you all for listening and God bless you.
