PRODA was a creation of the defunct East Central State Government under Edict No. II of 1971. It was charged with the broad function of generating and catalyzing industrialization by carrying out industrial research from the laboratory stage to the pilot plant stage, and by rendering consultancy services to Governments, industry and individuals. It is, therefore, one of the oldest Research Institutes in the Federal Ministry of Science and Technology (FMST).
When in 1976, East Central State was split into Anambra and Imo States, The Federal Government recognized the need not to balkanize PRODA by the emerging states and hence took it over as a Federal Government Research Institute under Decree No.5 of 1977; still retaining its acronym 'PRODA' and motto; 'Industrialization Through Self-Reliance. In 1980 with the creation of the Federal Ministry of Science and Technology, it became one of the Institutes.

PRODA's mandate as enshrined in the decree, among others, is to facilitate the Nation's drive towards technological self-reliance, by producing the capital goods and process technologies needed by SMEs to produce local raw materials in producing consumer goods. That PRODA has coped with this challenge is evident from the number of self-employed artisans and SMEs that survive on PRODA made machines.
PRODA now has over Sixty (60) viable research products and concluded R & D results ready for commercialization on its slate. Some of the products and services for which PRODA has proven competence include the following the design and development of agro and agro-allied processing machines for cassava, palm fruit, maize, soyabeans etc., institutional and industrial thermal process equipment; cottage foundry products, ceramics and bricks products and materials; transport industry and motor vehicle equipment/parts; Industrial and domestic electrical power products/ equipment; dryers, bakery and confectionery equipment; smokeless coke and solid biomass fuel production, process technology for graphite beneficiation and utilization for pencil and crucible pot development etc.
PRODA holds thirteen number patents and has also received many awards including a MAN/Academy of Science Award for potent and stable Electrical Porcelain Insulators products, pin and shackle types, suitable for Power Holding Company of Nigeria and rural electrification lines. In addition, the Institute has produced many publications both national and international.
PRODA undertakes Industrial Training for students from tertiary Institutions to acquire on-the-job training related to their various discipline in their institutions. For the past five years PRODA has trained about one thousand and forty five students under IT programme and about one hundred and fifty two members of the NYSC scheme. The Extension Services and Training unit of PRODA has provided consultancy and training services to numerous clients, including the Armed Forces, Tertiary Institutions, Factories and numerous private sector enterprises, corporate bodies, institutions, and individuals. One of the big testimonies of the industrialization effort of PRODA is that the SCIENTIFIC EQUIPMENT DEVELOPMENT INSTITUTE, ENUGU, SEDI-E was born and established on the vision of the Federal Government to commercialize the production of science laboratory equipment manufacturing technology developed and innovated in PRODA. In addition, the Institute popularized the use of bricks as an alternative to block for building construction through its pilot brick plant. This led to establishment of brick factories nationwide. The civil service secretariat and a housing estate at Enugu bear testimony to this.
There is a growing demand for PRODA-made equipment and industrial spare parts. The Institute addresses this demand by test production and marketing of client requisitioned items. Such products of PRODA are in use in numerous locations nationwide. PRODA, also helps in solving the need of the manufacturing sector of industry by packaging industrial production plants for investors and supporting same with both consultant expertise and plant spare parts. Numerous entrepreneurial locations nation-wide use PRODA-made equipment. These are particularly relevant in the Federal Government policies into which PRODA has been listed.
In the area of community development, the Institute has provided and transferred improved post harvest technologies to SMEs and established new ones in some geo-political zones in the country. In this regard, PRODA has established Agro-processing centres (clusters) in the following areas:- Oyo State 2 no; Ogun State 7 no; Enugu State 4 no; Anambra State 6 no. Presently, work is on-going to establish such centers in Ondo, Kano, Kaduna, Imo, Yobe and Akwa-Ibom States. Some of these communities' small-scale enterprises include skill acquisition/training, as well as development of efficient and economic utilization of appliances for cottage industries development. It is worthy to note that PRODA renders consultancy services to end-users – Government, OPS, SMEs, entrepreneurs, Institutions, professional bodies, individuals, students, corporate bodies, NGOs etc in the following areas – equipment design, fabrication, installation and maintenance , spare parts production, foundry castings, assessment, science equipment manufacture and repairs; geological field services, chemical/physical laboratory analysis, electrical/electronic services, feasibility studies etc.
Engr. Dr. Charles Nkemdirim Agulanna was born on 16th January, 1957 to Mr. and Mrs. Titus O. Agulanna of Aboh Mbaise LGA in Imo State. He is happily married with five children. Engr. Dr. Agulanna had his primary school education in four states of the Federation namely Niger, Ogun, Enugu and finally at St. Mary's Elementary school Aboh Mbaise LGA in Imo State
His secondary school education was in Aboh Mbaise Secondary School before he moved to Federal Government College, Ijaniki, Lagos where he obtained the higher school certificate in 1977. Subsequently, he attended the University of Lagos, Akoka, Yaba where he obtained the B.Sc Honours Degree and a Masters Degree in Mechanical Engineering in 1981 and 1988 respectively.
He later obtained a Post Graduate Diploma (PGD) in Business Administration from the University of Nigeria, Nsukka in 1994, followed by another PGD in Computer Science and Engineering from Enugu State University of Science and Technology in 1995. Engr. Dr. Agulanna further obtained the Ph. D Degree in Power and Energy from the Federal University of Technology, Owerri, in 2012.
The DG/CEO, PRODA, has attended several International trainings abroad, one of which was for the design and fabrication of cross-flow turbines in PT ENTEC, Indonesia, 2010.

He earned the prestigious award of Justice of Peace (JP) in 2013 and a merit award from the League of Democratic Students in 2014.
Engr. Dr. Agulanna has held many positions. He rose to the rank of Lecturer I in Federal Polytechnic, Unwana, Afikpo in the Mechanical Engineering Department from 1982 – 1993. Thereafter, he transferred his service to the Projects Development Institute (PRODA), Enugu, as a Principal Research Officer in 1993, where he attained the rank of Director of Engineering in 2004. He is presently the Director-General/CEO, PRODA, Enugu, in addition to other portfolios, some of which are: Project Manager, STEP-B, PRODA; Coordinator, Intellectual Property and Technology Transfer, PRODA.
The DG/CEO, PRODA, has served as resource person in many National assignments which include: Member, National Coordinating Unit, African Regional Centre for Technology (1998); National Committee of the Inventory of Indigenous and Upcoming Technologies for the processing of Local Raw Materials (2002, sponsored by RMRDC).
